USCIS Gives Adoptive Parents a Leg Up
Each field office of the U.S. Citizenship and Immigration Services (USCIS), formerly known as INS (Immigration and Naturalization Services) now has an e-mail address devoted solely to international adoptions.
To locate the e-mail address for your state’s field office visit http://tinyurl.com/yn9uw9. When you find your field office, scroll down a little and you’ll see specific contact information for adoption.
General information about orphan adoptions is available at the USCIS Web site or you can call USCIS Customer Service at 1-800-375-5283.

I speak from personal experience to say that the e-mail address has been a life-saver (ok, not literally, but it WAS a HUGE help). Numerous phone calls over the past 1.5 years always rang busy...but my e-mails were replied to within a day. What a relief to know that an Actual Person was In The Local Office and Working On My File. :)
